Decreto Flussi is Italy's annual quota system for bringing in workers from outside the EU. Alongside its seasonal program, Italy sets aside a separate, larger allocation for non-seasonal, ongoing employment — real, longer-term jobs rather than short seasonal work.

Italy set aside 76,850 non-seasonal work permits for 2026 alone, covering construction, manufacturing, transport and logistics, metalwork, tourism, agriculture, and domestic and care work, as part of a broader 3-year plan covering over 230,000 positions.

No Italian language test is required to apply for the visa itself, this is purely about your employer connection and relevant skills. Once you arrive, you'll commit to reaching a basic Italian level over your first couple of years, a standard part of settling in rather than a barrier to entry.
